anyone familiar with Kpers retirement?

It says you get one point for service and one point on birthday every year.

So I am 52 and have been in Kansas service since 08/01

so by my calculation it should be 36 points + 52 so that would be 88 but when I calculate it says I only have 70 points.

I am not understanding?
