I don't think it's odd at all. They aren't in the position to know who lied to Mueller. n/t

YES.....because they don't know what Mueller knows, thus can't make a complete determination.

The people who didn't lie (such as the Democrats who got called in to the committee last year) have little or nothing to fear, except being called in to Mueller's office to clarify a point or two. The others, the Trump loyalists and other Repubs, are doubtless not sleeping too well these days.

There could be all kinds of unintended consequences if they had just voted selectively to send a few dodgy transcripts to Mueller.
