Rosenstein did not cover himself in glory when it came to his role in Comey's firing, but he didn't take their after the fact BS lying down. After stewing on it for a while, and consulting with various people, he came into the office one day and drew up the memo/paperwork to appoint Mueller Special Counsel, and didn't tell Sessions or Trump he was doing so until it was all done and signed and official.
