I'd like my rebate by lunch, so the republicans better check with the kremlin this morning.

If allowed he could then expand its use for anything HE wants, and being an illegitimate president working as a russian agent for putin , he could could really do more damage with this abuse of power by trump. Then declare martial law to permanently bypass ALL of Congress with for absolute power to do putin bidding for him without anyone able to stop them then. Republicans have to understand , he's going to bypass them as soon as he can, and will .

(42,610 posts)1. A declaration of a national emergency under the National Emergencies Act lasts for one year. However, it can be extended for another year over and over. The president can terminate it earlier or let it lapse. Or Congress can terminate it via a joint resolution, but it would, as a practical matter, require a veto-proof majority in the House and Senate. No national emergency has ever been terminated by Congress.

(Also partially responsive to your first question): The president cannot take funds from the general treasury to pay for a national emergency -- there are specific provisions where Congress has designated when/how funds can be used that must be cited in the declaration. For example, it is anticipated that Trump will cite to a provision that allows him to redirect certain defense appropriated funds designated for military construction projects. So, no, the president could not defend the EPA, etc.
