Only candidates who have made their tax returns public are permitted in the primary debates.

The DNC might also want to look into candidates who promised to raise $ for down-ticket D candidates in 2016 but who never delivered on that promise, and to make a determination if such a candidate should be allowed to run as a D in 2020.
