The "national emergency" is Trump has a deadline to collect Citizens United bribe money

since he will almost certainly not be elected in 2000 and may not even be his party's nominee in 2000. That means if he wants to solicit lots of bribes to do things like build Bridges to Nowhere in the form of quasi-legal Super-Pac money, he has a very limited window of opportunity. And this will be his last chance to repair his family's fortune (the fortune that he has kneecapped, shot in the foot and strangled). But who will offer him a bribe if he can not deliver on promises he made in 2016? No one.
