They. Don't. Know. How. Anything. Works. They really are just semi-sentient protoplasm running around pulling levers and pushing buttons, and everything is a black box to them.
Didn't know someone could give documentary evidence to the committee? What kind of moron would assume a Congressional committee only dealt with oral testimony? Christ almighty.
