I'm wondering. If you reduce the number of judges, would it work just like downsizing? Last hired, first fired?

It would take an Amendment to change that. Congress can't fire them. We are stuck with them unless they resign, die, or are impeached. Congress can change the number, but it requires a law, and decreasing the number is opposite of what is needed. If anything, the number of Districts and judges should be increased to keep pace with population growth and caseload.
