Manafort: Persistent Felony Offender Under NYS law?

Considering that Manhattan District Attorney Cyrus R. Vance, Jr. has filed various NYS felony charges against Manafort, I am wondering if Manafort were to be found guilty of these charges, if he would be classified as a persistent felony offender in New York State?

The following link explains how this works, but what is screwing me up is subsection (c) because I have apparently lost my ability to interpret written words. I've been trying to understand it, but I got brain hurt causing dizziness, and had to stop reading. In any case, if he is in fact deemed to be a persistent offender, it looks like he is screwed.

I think it's intended for people who were convicted of felonies, served time, were released, and then committed and were convicted of more felonies.
