INS v. Chadha - Supreme court case 1983

1985, Congress rewrote the current bill to attempt to give the President the powers to be to override a legislative veto, but this Supreme Court decision applies Article 1, Section 1. "And" the presentment provisions of Clauses 2 and 3 of Section 7.

Article. I.Section. 1.

All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
