WASHINGTON

Democratic presidential candidate Kamala Harris is making her first campaign trip to Texas this week, heading straight to a county Republicans are worried about protecting in 2020.

The California senator plans to meet with Tarrant County Democrats in Grapevine Friday evening for a community conversation, her campaign announced Tuesday.

Tarrant County, one of nation’s largest urban, conservative strongholds, has supported every GOP presidential nominee in recent history. But President Donald Trump only won 52 percent of the vote there in 2016, and Democrat Beto O’Rourke, who is now running for president, narrowly carried the county in the 2018 U.S. Senate election..


Republicans already fear attention from White House hopefuls like Harris could fuel higher Democratic turnout in down-ballot races in 2020 in an area of the state that is rapidly changing demographically.

Historically black colleges and universities (HBCUs) are institutions of higher education in the United States that were established before the Civil Rights Act of 1964 with the intention of primarily serving the African-American community. This was because the overwhelming majority of predominantly white institutions of higher-learning disqualified African Americans from enrollment during segregation.[1][2] From the time of slavery in the 19th century through to the second half of the 20th century, majority schools in the Southern United States prohibited all African Americans from attending, while historic schools in other parts of the country regularly employed quotas to limit admissions of blacks.[3] There are 101 HBCUs in the United States, including public and private institutions. This figure is down from the 121 institutions that existed during the 1930s.[4] Of these remaining HBCU institutions in the United States, 27 offer doctoral programs, 52 schools offer master's programs, 83 colleges offer bachelor's degree programs and 38 schools offer associate degrees.[5]

Harris–Stowe State University is a historically black public university in St. Louis, Missouri. The university is a member-school of the Thurgood Marshall College Fund and offers 31 majors, minors, and certificate programs in education, business, and arts & sciences.

HBCUs are a source of accomplishment and great pride for the African American community as well as the entire nation. The Higher Education Act of 1965, as amended, defines an HBCU as: “…any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association determined by the Secretary [of Education] to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation.” HBCUs offer all students, regardless of race, an opportunity to develop their skills and talents. These institutions train young people who go on to serve domestically and internationally in the professions as entrepreneurs and in the public and private sectors.
