It looked like a rollicking good time in the oval office when the two Russian officials (Lavrov and ...?) were invited in and no American press was allowed. They all looked like they were laughing with delight at their victory over the stupid American electorate.

I believe Chump does laugh occasionally, but only when he can do it at someone else's expense. The prime motivation of Chump's life is to get revenge, to get the upper hand in any situation. So any laughing would be the result of that. He really is despicable, isn't he? Once he's in prison he can laugh all he wants.
