There is only one thing that makes sense about the report being turned in now.

Mueller has enough evidence to prove crimes were committed. To turn the report in now that says no crimes were committed without tying up all the loose ends would be corrupt.

I do not think he would just give up on finding the answers to what happened here. They would have to shut him down if he didn't have the answers yet.

I think the report is being filed because he's satisfied that he got as much as he was going to get.

Mueller has been talking to them for over a year. They are fully cooperating. Why is Mueller giving them great plea deals? Little or no jail time.

though he does not know how central they will be to what Mueller was looking into.

Mueller has passed a bunch of stuff off.

The recent redactions strongly suggests more is in the works.
