We needed the clear and steady view of a prosecutor like Schiff SO BADLY. He just said that the OSC is a "contractor to DoJ" he essentially said Mueller had / will passed them off to steady, permanent prosecuting offices.

His implication, IMO, that OSC couldn't handle the volume
