preventing a target from destroying or hiding evidence, or to keep them from leaving the jurisdiction before they can be arrested. If those conditions exist (and they probably could), and/or unsealing them would jeopardize other investigations, I suppose it's possible some indictments could be sealed. But it sounds like the investigators already have seized piles of evidence, so I don't know what would be holding things up. Worries about people skipping town?

There are none from Mueller according to her.

Our only hope might be that they were worried Trump was going to pardon everyone so they farmed it out to other places to nail them as much as possible at the state level - avoids double jeopardy problems too. I doubt that but I'm grasping for anything.

Or they farmed it out because of the big legal load. But that is defied by why they wrapped it up now.

No indictments with the DOJ policy of not being about to talk about those not indicted let a lot of air out of my Mueller balloon.

Unless I am not understanding this correctly:


Special counsel Mueller has no sealed indictments as Russia probe ends: NBC News
Special counsel Robert Mueller has concluded his investigation and will not file any more indictments in connection with his inquiry into Russian interference in the 2016 campaign, NBC News reports, citing a senior U.S. law enforcement official.
There are no sealed indictments.
It is possible that leads uncovered during the special counsel's inquiry and handed off could lead to charges brought by state prosecutors or other parts of the Department of Justice.
