Is that Mueller didn't ask for a criminal indictment for some type of conspiracy. That's all we know. He may very well conclude there was a "conspiracy" but that it didn't technically violate any federal statute. He could also have simply farmed cases to other jurisdictions. I think people are jumping the gun thinking Mueller didn't find something.
