Positing A Theory

We've heard for 2 years there is an opinion, or tradition, or philosophy that a sitting POTUS can't be prosecuted.
Is it possible that the decision to pursue no further indictments is that PINO is actually on the hook for obstruction, and DoJ would not allow breaking with that general direction?
Then Barr can do a 4 page summary saying "no collusion" was proven, but that is only barely relevant.
Not doing a CT thing, here.
Just curiosity.
