I think Nixon claimed he was innocent so he could have shut that whole thing down. Bill Clinton could have shut down the Whitewater investigation long before Starr turned it into an endless fishing expedition until he found something. No doubt Andrew Johnson "knew" he was innocent.
I doubt Barr is that naive, "suggesting" he's just another corrupt lawyer.
