Neal Katyal has the best strategy recommendation re: Barr.

The former Acting Solicitor General, was on “MTP Daily” suggesting that the House Ways and Means Committee - with Democrats in charge - could simply threaten not to fund the Justice Department. The House of Reps controls the federal purse strings.

You want an operating budget, dude? Well, then come in and sit for questioning when we ask you to. Otherwise, you’re cut OFF.

If it is like most Federal agencies, they are operating off a funded budget until Oct 1. Obviously, there would be leverage for the 2020 fiscal year budget, but unless DOJ is quite different, I'd think there is no way to cut funding already appropriated.
