That's completely outside the federal criminal system. Anyhow, not charging someone just because they think he might be pardoned later is just caving in. Do it anyhow, and if Trump does pardon him it makes them all seem even more corrupt than ever.

I just remembered the Joe pardon was establishing precedent.
I also agree not doing something just because you think you know the outcome is not what should be happening.

In any case, I think Dems should forget about Barr (other than getting the full Mueller report) and instead focus on Mueller, McGahn, Lewandowski, Donaldson and others.

But issuing a contempt citation at least puts Barr on the spot and makes the point that he's not the boss of Congress.

9. Most likely this would be civil contempt, not criminal contempt.

Civil contempt is not an offense against the US, and therefore not pardonable. The difference is that civil contempt is for the purpose of coercing the person to do something, in this case, turning over the unredacted Mueller Report and underlying evidence. On the other hand, criminal contempt is punitive.

google Eric Holder in 2012. He was actually held in contempt of congress for ignoring a congressional subpoena on F&F. Here's how seriously he took it; he went to Disneyland the day it was issued! lol
