Tariffs are supposed to be a Congressional responsibility...

not a Presidential prerogative.

Article 1, Section 8

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

It's time to take that power back from the White House.

With a pipeline between the US and Canada.

The President was against it. Congress was generally in favor of it. The President was not pleased when Congress said, "How about we take back that power and approve it?" The President argued that it really was his power. Congress hadn't used it for a long time and should butt out of things like that.

Congress passed a bill authorizing the pipeline. The President was relieved when he vetoed it and it was clear there'd be insufficient votes for an override. Justice was declared served and the status quo, the "norm", was defended.
