George Conway joins call to start fining Trump big bucks for refusing to honor subpoenas

On Saturday morning, conservative lawyer George Conway retweeted a suggestion by law professor Lawrence Tribe that Congress should directly fine President Donald Trump for every day he defies congressional subpoenas:



The suggestion would be a marked escalation of tactics from the suggestion to pursue civil contempt fines against members of Trump’s Cabinet, which Conway has previously also suggested Congress pursue.

Conway, the husband of White House counselor and former Trump campaign manager Kellyanne Conway, has become a vocal critic of the president on social media over the last several months, decrying his attacks on the rule of law.

I was going to say something similar. You can levy fines all day long, but good luck getting Trump to actually sign the check.

The norms of our government have mostly been left behind in a trash bin.

That being said, I think it's a good idea to issue the fines anyway. And subpoenas all over the place. As long as they are done legally, then they should hold up in court - which is where all of this is headed.

Trump never loses his own money but everyone else's. If he would be fined directly for contempt, he would simply find someone else to pay it, whether Koch et. al. Therefore, fining T. would not be punative but rather just another income source for the government.

On the other hand, if T. was fined personally and not be allowed to have someone else pay it, he would instead be forced to open up his own wallet. The government could get away with fining him only $25 plus an hour's worth of quarters for parking to the constable who would deliver the paperwork. He'd capitulate in 48 hours because he's so cheap.
