Between Mueller, Pelosi, Schumer, and others; the conversation and urgency would be very different. You'd also have Romney and a few other semi-sane Pubs being more active in supporting Trump's removal. Their cooperation would be bought with the promise if keeping the Pub party's dirty laundry under wraps.

I'm thinking the Mueller report as we know it is largely complete in terms of the bigger picture. Trump is a twit surrounded by more criminals and probably obstructed justice , and was certainly manipulated and exploited by the Russians, but not an active coconspirator with Russian efforts to throw the election
