Russian interference in the election. So this may have been deemed outside the scope.

he blew it. He needed to investigate what needed to be investigated, and report findings without beating around the bush.

Or, maybe he found insufficient evidence of a nexus between the Russians' interference with the election and Trump's financial transactions. There would have to have been evidence of a quid pro quo and maybe he didn't find it. If you're paying off Russians to interfere with an election you're going to keep it on the down-low, but I don't think the quid pro quo for the election interference was the payment of money - more likely it could have been the promise of future transactions.

He had to have referred the matter to the appropriate US Attorney's office.

I think he knew his ability to indict or make something happen was going to be very limited by whoever was Trump's AG. So, he handed off all the good stuff to SDNY and NYS.

That's my hope anyway.
