The Gov. Corbett back door approach to vouchers

"Opportunity Scholarship Tax Credit Program"

"The Opportunity Scholarship Tax Credit Program (OSTCP) was created pursuant to Act 85 of 2012. This program enables eligible students residing within the boundaries of a low-achieving school to apply for a scholarship to attend another public or nonpublic school. A low-achieving school is defined as a public elementary or secondary school ranking in the bottom 15 percent of their designation as an elementary or secondary school based on the combined math and reading scores on the previous school year's PSSA."


Notice that this entitles vouchers for students from schools that are in the bottom 15% statewide. This does not mean that the school didn't perform up to the PSSA standards...just that the school is ranking in the bottom 15% of the entire state score. These vouchers can be used for nonpublic schools including parochial schools. One aspect of the vouchers is that students cannot transfer to a higher scoring public school within the district. They must transfer to a privately run school within the district or a public school within another district. Check out the list of schools that are eligible to receive students with "opportunity scholarships".

the Diocese of PHiladelphia has been in severe financial straits and has closed or consolidated dozens of parochial schools. And just a week ago, due to the priest sexual abuse scandal, the Diocese just handed the operations of their schools over to a private foundation.

Look at this..."H. Edward Hanway will serve as board chairman and interim CEO of Faith in the Future. The former CEO of CIGNA, Hanway sat on the recent blue-ribbon commission that helped guide a large-scale restructuring of area Catholic schools, including a number of parish school closures and mergers."
