He said, I'm going to say what I just told you and refer them to the report. Disgusting.

Congress could always subpoena him. Still can.
yes he had a very public -JOB-. But he's not an elected official, nor military member. His job as special counsel (i.e. special lawyer), doesn't give him special privileges to avoid a subpoena.
Congress has simply elected to NOT subpoena him.
