1) He didn't exonerate the president because there is evidence he committed crimes.
2) Justice Department policy prevented him from charging the president with any crimes.
3) The Constitution leaves it up to Congress to act—and that's impeachment.

5. This is what happens when you leave major decisions like this to one person.

Nancy Pelosi is good but, she's betting on some political calculation that Trump and Mitch will somehow impale themselves and she won't have to implement impeachment proceedings. Mitch McConnell decides what comes up for a vote or not. Important issues like supreme court nominations and impeachment of a president should not be left up to the whims of one person. The constitution must be followed and adhered to or it is useless.
