Who *could* have confidence that Trump didn't commit crimes?

Is there anybody you know that you could confidently say did not commit a crime?

Isn't that like proving a negative?

And, what about "crimes" like driving over the speed limit? Etc?

Way too ambiguous language for an attorney, IMHO.

Then Mueller could definitely tell.

He wasn't opining about all crimes, anywhere and any time. He was making a statement directly about efforts that ran contrary to what he was trying to accomplish. He was most certainly in a position to clear him of those charges if he was indeed innocent of them.
