when Presidents were given authority to negotiate bi partisan reductions in tariffs. Presidents in post WW2 American have had broad tariff powers.

It's previously been used in things like the Iran hostage crisis, or after 9/11 to freeze terrorist assets, or against hostile countries. This is the first time a friendly country (neighbour, 3rd largest trading partner, in the middle of ratifying a trade deal) has been treated this way. On the BBC just now, they pointed out this will make every country wonder why bother agreeing anything with the USA, if it'll turn around and shit on you like this.
