US Army Corps of Engineers: your information please

I'm watching a segment on New Orleans and the efforts by the ACOE to rebuild and fortify the levees and pumping stations. I've heard the ACOE bashed in the past. What's the truth about that agency ? I'm guessing Congress never gives them enough funds to work with.

I used to work a lot of jobs for USACE in the Gulf and around NOLA and they all have their hands full.

I dont believe that they are bad per se, but things get prioritized over other projects and sometimes it bites them on the ass, a la Katrina. They work to keep commercial lanes open on the Miss River, ports open..... That area has about two dozen active projects going at all times. They are understaffed and use a lot of sub contractors and private personnel.
