According to Snopes:
The image was taken in the early 1990s at the Big Springs Country Club in Louisville during a meeting of the John Hunt Morgan Camp of the Sons of Confederate Veterans.

While the SCV might be considered an organization whose use of the Confederate flag places it in an appropriately historical context, the group was the subject of some notoriety over a rift between those who wanted the SCV’s focus to remain about preserving history, and those who wanted to use it to “fight for the right to display Confederate symbols everywhere”

Kentucky was a border state of key importance in the American Civil War. ... Kentucky officially declared its neutrality at the beginning of the war, but after a failed attempt by Confederate General Leonidas Polk to take the state of Kentucky for the Confederacy, the legislature petitioned the Union Army for assistance.

Both of them. It amazes me how much more courage and bravery these women have - and this could be said for millions of women out there - than about 95% of the men out there representing us in government today. Look at how many draft dodgers and military cowards there are out there, especially in the republican party.

Not only militarily, but these women have fought hard and taken bigger risks than most of those men could ever dream of taking. For most of them, every thing was handed to them on a silver platter and their way was paved by the "good old boy's club". These are the people who are going to fight for us! These are the people we need to elect to office!

Go Amy and MJ!

McConnell, she said, has prevented President Donald Trump from accomplishing much of his agenda during his first two and a half years in office.

"If you think about why Kentuckians voted for Trump, they wanted to drain the swamp, and Trump said that he was going to do that," McGrath said during an interview on MSNBC's Morning Joe. "Trump promised to bring back jobs. He promised to lower drug prices for so many Kentuckians. And that is very important.

"And you know what? Who stops them along the way? Who stops the president from doing these things? Mitch McConnell. And I think that that’s very important, and that’s going to be my message – the things that Kentuckians voted for Trump for are not being done. He’s not able to get it done because of Senator McConnell."

McGrath, 44, embraced the president in a way that is bound to agitate some progressives voters, but it is an early window into her acknowledgment that Trump's popularity in the Bluegrass State, where he pummeled Hillary Clinton by 30 percentage points, is nearly impenetrable.

McGrath had a drastically different take on Trump when she described her feelings about the outcome of the 2016 presidential election.

It's not a bad move to settle on the most agreeable position Trump took on this or that issue, and claim that McConnell has stopped Trump from, say, lowering drug prices. Certainly McConnell's obstructionist tactics have killed any number of good ideas from congressional consideration; and Trump has likely taken a position at some time or another that many people would find palatable. Are those positions actually where Trump has come down on an issue, or is it reasonable to credit Trump with the correct position? Why not, if it hurts McConnell and makes his opponent look better?

McConnell is certainly Trump's henchman in most cases, so why not use that. Also, McConnell is the one whose "biggest priority" was making Obama a one-term president. Dump had nothing to do with that.

If you can peel off Dump voters using this tactic, more power to ya.

The bottom line is that McGrath genuinely supports popular policies (draining the swamp of government corruption, lowering drug prices, etc) that Napoleon Boneyspurs uses as bogus applause lines with absolutely no intention of following through.

She can say what she wants about Trump in the campaign. If she is clever, she will point out Trump's lies about how and whom he would help, and then make it look like it was McTurtle who thwarted Trump in trying to do all those good things (I know, cough, gag, choke). With any luck, when she takes office, Trump will have all of 18 days (max!) left in office. He'll have his hands full pardoning murderers, polluters and sex offenders. He won't even notice McTurtle is gone.

I thought so last time, and I am even more impressed this time. If she doesn't beat Mitch this time around, Kentucky deserves exactly what they get and I won't feel a bit sorry for them when they all lose their health care and become permanently unemployed.
