I don't blame Mueller for being oh-so careful about both the investigation and the report (which was heavily redacted anyway).
Cheeto and his regime are thugs, and Mueller knows that more than almost anybody.

for the narrowly defined Russia matter would accomplish other than maybe a chance to catch him in a lie.

I think it was a combinaton of pressure from the "liberal' media and the mostly right-wing pundits complaining about it's length, and Barr basically shutting it down.
