Rather than going through months of slander and libel, I explained to John how miserable it would be for him and his family to deal with these people John has therefore decided to stay in Congress where he has done such an outstanding job representing the people of Texas, and our Country.I really wonder if he threw in commas just to stall for time for himself while formulating the rest of this sentence.

and the last three words were really an afterthought and we all know that means putting in a comma.
Or maybe he just needed to catch his breath after such a long sentence so, obviously, a comma.
Then there are the periods, but thats a story for another day.
