"Paul Ryan is a policy expert. He wrote the Republican plan to balance the budget."

There is no Republican plan of any description that balances the budget.

Again, there is not any such plan. It does not exist.

The Ryan plan does not, at any point between now and the heat death of the universe, balance the budget. It provides no mechanism by which the budget could be balanced.

None.

It merely says, after specifying the precise method whereby the deficit will be doubled, that by some unspecified mechanism the budget may become balanced at some undetermined future time.

(Also, even if we allowed for that fantasy, Ryan is on record as saying that he has no idea when or even if the Romney plan would balance the budget.)
