Congress can do something about the El Paso Shooting right now: Impeach Trump for inciting...

racial violence. Surely that would fall within the scope of "high crimes and misdemeanors" as understood by the Framers of the Constitution.

maybe you don't understand what they meant by misdemeanors--in short, conduct that seriously harms the public or justice

Do I think impeachment for this is realistic? Of course not. But the point is: racist rhetoric and guns are the problem; if Congress can't currently move on guns, there are actions they can take regarding racist rhetoric
