But I know at my job if I leave a child or someone who legally cannot function on their own I can-and will-be charged with neglect. ICE knew there were minors and they did nothing to assure that they were cared for. At the very least a call to DFS would have brought a caseworker.

I'd think the state could charge ICE with neglect and by the letter of the law they would be correct.
