During the 19th century and before, it was kind of a shithole country where most people were either subsistence farmers on land that was mostly vertical, or fishermen. There was a lot of poverty, which is why so many people (a lot of younger sons who didn't inherit part of those poor little farms) emigrated to the U.S. Since most of those immigrants were poor and uneducated, they were also discriminated against. Now that Norway is a wealthy country because of their North Sea oil (and its people are mostly white and educated), even Cuccinelli would probably accept immigrants from there - if they even wanted to come here, which they don't.
