Is this a possible scenario after the election in November 2020?

Trump loses badly, in both popular vote and electoral vote.

But, he declares that it was rigged. He is having his Justice Dept and the FBI look at the results to see if they were legitimate?

He then says that he may call for another election since there are too many questions involved in the most recent election.

He says there are reports that millions of votes were not legal. He wants America to have fair elections but he will not surrender the office to people that have stolen it from the American people.

So people can be assured that the election is fair, he will call for a paper ballot for every vote cast and will request voters show an ID before they vote.

He says that he has no plan on staying in office but he cannot leave under so much uncertainty and chaos.

Between November's election day and January 20th, when he is scheduled to leave office, he will play coy. But two or three days before he is scheduled to leave, he will make an announcement.

He is going to stay in office until the proper authorities can certify that the election was legitimate and that the votes were not rigged against him. His followers support him whole-heartedly.

Have you thought this charlatan might try something like this?

Trump would essentially have to override fifty state’s elections, which he has no legal authority to do. At that point, he might as well just roll tanks down Pennsylvania Avenue and be done with it.

For the same reasons there was no "redo" in 2016

The November 20 vote is irrelevant.
The only vote that matters is the electoral vote and Congress is the proper authority to certify that vote. If they cannot certify then the House of Representatives will select the President and it is done.

...none of which mean anything to Donald Trump.

In my opinion, he will have to be forced to leave. If he gets no more resistance than he has received up to the present time, it is untelling what he might try to do?

Is more than laws and rules. He would essentially have to declare the Constitution null to stay in office. If he were to do that, then we may find out if his base has an appetite for civil war as I believe most enforcement personnel of the Federal government would support the Constitutionally selected President.

The Senate would turn on him and the Supreme Court would rule against him. Many "career" Republicans tolerate him but they won't go that far off the deep end. I imagine by now a significant number are ready to welcome Biden in for some sanity.

If they lost their majority, they would be eager to hang on to it by any means. Moscow Mitch and his Minions would certainly grab on to the idea that they never had to be elected to office again, but could simply be there for the foreseeable future by the grace of their orange overlord.

The SCOTUS? 5/4 in his favor, using the ruling for W as precedent (even though they said that couldn't happen).

And if Biden has already been chosen as our definite nominee, I must have been comatose or have had a stroke, because I don't recall the primaries happening at all.

ETA: But it is more likely that he just works his hardest with Moscow Mitch to ensure that as much destruction is wrought as possible before he leaves.

of both parties have disavowed Trump's comments about voter fraud and millions of illegals voting in 2016 and 2018 - the Republican SoS in Arizona and Republican Martha McSalley agreed that the 2018 results were legitimate, despite Trump's comments.

Trump will scream and cry about fraud, but even a good part of the GOP will not believe him. He'll threaten lawsuits, but the House and Pelosi would certify the results.

By law he will no longer be President as of January 20th at 12 noon. Nothing he can do to stop that other than declaring martial law and the military would never go along with that.
