Is it "all about the base"? Two studies draw different conclusions.
This link has a video of Prof. Rachel Bitecofer’s appearance on LOD’s show, where she argues that her findings show that greater turnout among Dems and left leaning Indeoendents, accounted for 2017 VA and 2018 national results. It also describes a study that shows very different results.
