She has a meeting next week with an industry colleague to discuss moving more of her operations from China to India or South Africa, she said. I dont know how much faster I can move or how much more urgency I can have, she said.
While the free-market nature of the U.S. economy limits the presidents ability to fully direct industry, trade experts said Trump does have powerful tools at his disposal to encourage compliance.
They include hiking tariffs even higher on imports from China, or accelerating the start date of previously announced tariffs. President Trump could also invoke the International Emergency Economic Powers Act to try to compel departures from China, or punish stragglers by cutting them out of federal procurement deals, economists, lawyers and trade groups said.
The tweet isnt entirely cheap talk, said Derek Scissors, a China expert at the American Enterprise Institute, a think tank partly funded by industry.

International Emergency Economic Powers Act, huh? That calls for some looking into. Under what circumstances can that act be evoked? Whatever he can abuse, he will, so it is good to know about it in advance.
