This is disturbing on at least two levels

From the Huffington Post (referenced below)

"in the four weeks since a 21-year-old alleged white nationalist was charged in the slaughter of 22 people inside a Walmart in El Paso, Texas, law enforcement authorities have arrested more than 40 people as potential mass shooters — an average of more than one per day."


Disturbing in that there are that many - and-

Disturbing that the "authorities have arrested more than 40 people as potential mass shooters". Does this mean that you could be identified as a "potential" criminal and be arrested?

Please understand, all of the individuals in the article have issues, but isn't it the police's mantra if you go to them with a concern about a threat or perceived threat they tell you, "Can't do a thing until a crime is committed"?

Usually they've done something along the lines of making terroristic threats, which is a crime. That's how they get identified as potential mass shooters.
