The news copy says:
he "either advertised for sale, or sold, distributed, disseminated or displayed a pornographic image involving a young girl engaged in a sexual act."
The reason the story reads that way is that he was most likely charged under a statute which criminalizes all of those acts, but that the charge is not specific to what this guy actually did - e.g. ran file sharing software that turned his computer into a distribution node, etc..

Title-Ohio police officer pleads not guilty to child porn charges
Short article-COLUMBUS, Ohio (AP) The former public information officer for the Columbus police department has pleaded not guilty to charges accusing him of sending and receiving child pornography.
Fifty-one-year-old Dean Worthington was arraigned Friday in Columbus where a judge set bond at $35,000. The judge said that if Worthington makes bail, he must remain under house arrest until trial, can't have internet access and can't be in the presence of minors, including his teenage daughter, without another adult present.
Worthington's attorney sought to have him released on a recognizance bond.
Franklin County prosecutors say an examination of Worthington's cellphone found around 40 pornographic images of children. A task force began investigating Worthington in May after the social media site Tumbler reported that a photo of a boy had been uploaded to the site.

Snip-Andrew Mitchell Faces Trial For Murder Of Donna Castleberry
By ADORA NAMIGADDE 22 HOURS AGO. Franklin County court is setting a new date for the trial of Columbus Police Vice officer Andrew Mitchell. He faces charges of murder and voluntary manslaughter stemming from the fatal shooting of of Donna Castleberry last August
"Prosecutors say Castleberry stabbed Mitchell in the hand while he arrested her on prostitution charges. Castleberry then jumped to the back seat of the unmarked vehicle, and Mitchell shot her six times from the front seat or just outside the car."
"Franklin County Prosecutor Ron O'Brien says Castleberry didn't believe Mitchell was an officer, and "expressed the belief that she was being kidnapped and would be raped." Mitchell was in plainclothes during the arrest, a practice the department has now ceased, and was not carrying proper I.D. at the time."
"Mitchell retired in bad standing from the Columbus Division of Police in March after being indicted by federal prosecutors on multiple charges, unrelated to the Castleberry incident. The FBI alleges Mitchell kidnapped victims under the pretense of arrest and forced them to have sex in exchange for their freedom."
