Historians have been ranking him in the bottom 10 worst presidents, but he's not at rock bottom (which is where Trump has already managed to displace James Buchanan). Bush was a standard-issue post-Reagan GOPer who was mostly interested in tax cuts for the rich but who stumbled into the Iraq mess with the significant help of Cheney, Rumsfeld and the other neocons, then completely fucked it up. He was lazy, shallow, weak, and easily led by the likes of Dick Cheney, but while his administration regularly abused the systems of government, they didn't intentionally set out to destroy them like Trump is doing. Trump isn't just dumb; he's a political nihilist whose interests are entirely selfish and venal. He's ruining the government because he wants to.
