If someone paid off Kavanaugh's debts, he was required to report that as income or a gift in his financial disclosure. If someone owed him money and merely repaid him, he was required to report their debt as an asset (a receivable) in his earlier financial disclosure.

his father is very wealthy, so it wouldn't be unusual for the father simply to have made a gift of the money and filed the requisite forms.

One is allowed to gift anyone else something like $14k/year and it is not taxable income to recipient.
I used to gift my kids every year when I had a job. It was tax free transfer for them and was not required to be reported as income.
