Why is sombody asking for money to investigate SCOTUS Kavanaugh?

I just got a request that Congress investigate Kavanaugh and donate $$. Isn't that what they're paid to do?

I get it that all the candidates are looking for $$. I don't get why they think people are going to donate $$ for Congress to do it's job!
