An official who has been briefed on the matter, however, told CNN that the whistleblower “didn’t have direct knowledge of the communications.” The official said that the concerns and subsequent complaint came in part from the whistleblower “learning information that was not obtained during the course of their work.”


It was part of the initial rationale for why the whistleblower law requiring disclosure to Congress might not apply.

The call was reportedly made from the residence... so (s)he probably saw this same telcon leaked by someone on NSC. I'm guessing that the WH has some internal panic over who might have leaked.

Two crimes still apply, foreign interference in election (admitted by Giuliani) and withholding whistle blower complaint from congress.

Not just because it's supposedly getting turned over.

Both president's who signed the law in question made clear that Congress doesn't have the authority to require them to do that. A so-called "signing statement".

Every time you hear something like that a "Prove it" is needed. Eventually that might sink in like the original lie did.
