Because *if* there is no criminal or civil penalty, then I propose an effort to organize groups of several dozen local people to go to every Trump event, having each obtained their tickets separately, and spread throughout the venue, and each smuggle a cheap plastic whistle (which are tiny) in their sock or waistband or whatever, and start blowing it on a predetermined schedule, a different assigned person every 2 or 3 minutes. Even as security removes them, or other attendees try to silence them (which admittedly is not risk-free, but some risks must be taken to rid ourselves of the Orange Assface), it would be disruptive as fuck. And it would disrupt the hell out of their event planning, and ruin future Trump rallies for the Trumpkins, with onerous pre-registration/ticketing procedures and security screening which makes the TSA look like libertarians.
