4. The 48% refers to Democrats and Democratic-leaning independents. And Conway knows that.

I suspect Trump does, too. They know that Democrats and Democratic-leaning independents are actually slightly underrepresented in the poll.

But they also know that they can lie without any consequences. It's not as though their base, or most people in general, pay close enough attention to recognize the lying and obfuscation. Most people are not political junkies.
