It must be grating on him that for over a quarter century, the ruble has been sort of a local joke, and that in Russia, serious transactions are conducted in dollars. When you are in Moscow, at least, from taxi fares to the bazaars, don't offer to pay in rubles, they aren't interested. They want US cash. Putin is feared, but not trusted (no wonder Trump identifies with him so much).
