And the other party does the opposite.

Every Democrat mentioned has pledged to make it easier to vote, not harder.
When(ever) one party (Democratic) wins, it does everything it can to make it easier to vote.
And the other party (Republican) (always) does the opposite.
I thought it was saying it swings both ways
